I feel so numb and weird. My husband and I planned for our puppy for over a year, followed the pregnancy and growth of the litter until the fateful day we got to bring her home. All was wonderful for three weeks, until suddenly one morning she developed a runny nose. By 11pm that night she was gone and we were left in shock. We had taken her to the vet that morning, and they ran all the tests and gave her antibiotics but whatever bug she caught was too nasty and it took over despite the valiant efforts of the medical staff.
Now we have learned that her sister from the same litter needs a home, and wanted to honor our first pup by helping her sister.
How do we grieve without harming this new puppy?

I know this happened a few weeks ago - did you get the pup's sister?  If so, I hope it is working out.  I have found it helpful when one of my dogs or cats dies to adopt another.  It does not lessen the pain of losing the other, but it helps take my mind off my grief to have another furfriend that needs loving.  I hope the same goes for you.  Don't try to compare the new pup with the other pup - just let yourself love it for itself and that will be a blessing for both of you.
